We're on the same page, then. Getting a facility like that up and running is great, but like you said, imPorts need other imPorts already available. During February I saw firsthand how unorganized imPorts are even with their powers, but without? It was... pretty bad.
The other suggestion that was brought to me, but again, I'm wondering if this should be a separate program is some sort of buddy system for minors.

Anyway, a training facility to start. We can have volunteers for basic self-defence, further and more specialized training will have to come from a matched partner. I don't think it'll be too hard to put that in an app.

Glad you've got it outlined. I manage my own team of superheroes back home, which includes providing them the training and discipline necessary for controlling their powers, or being able to defend themselves without it. I'm willing to volunteer my time as an instructor.
Where were you thinking of basing this again? In Heropa?
Heropa was the idea. It was ideal for new imPorts, good place to start off on. But Heropa's concentration of imPorts also concerns me. It makes it an easy target. It's largely undecided for now.
