Let's take a steps back. What is a titan? I had assume that titans were humans but malformed by some kind of mutagen so only a selected few were unaffected.
We don't know. For the past century we've been operating solely on conjecture and moving forward with whatever limited information we had just to kill them. Titans are humanoid and of unknown origin, and although stupid and directionless, have forced whats left of humanity into a corner. An apex predator that devours humans and only humans not for any discernible reason other than because they can.
Titan shifters are the new paradigm shift we've only recently discovered. Or, more accurately, they finally decided to show themselves. Think of them like sleeper agents, and ones that come with some very unsettling implications. I'm not the expert on the subject; I can throw her your way later. But what I do know is we've barely scratched the surface and only now do we have the facilities to do something about this.
